Tender: Construction of Black Top Road from Reco to Gardak, Buleda (2026)

Issuer: Project Director, Improvement & Development of Infrastructure of Buleda Town (Phase I & II), P&D Department.

Purpose: Electronic bids are invited for construction works under Composite Schedule Rates 2026 on percentage rates. Tender fee: PKR 2,000.

Eligibility and requirements:

• Bidders must be on the Active Taxpayer List.
• The bidding firm must not be blacklisted by any procuring agency of Pakistan.
• Balochistan Revenue Authority registration is required.
• Bidder must have completed 2 assignments of similar nature.
• Minimum turnover requirement: at least PKR 980,319,200 in the three previous years (showing financial capacity).
• Bidder must have an established office in Pakistan. Past performance may be verified; bidders already working with government must submit a performance certificate from the concerned authority.

Procurement procedure and bid security:

• Procurement under Balochistan Public Procurement Rules - 2014.
• Procedure: Single Stage Two Envelope Bidding.
• Bid security: 2% of the bid amount in the form of a Bank Guarantee / Deposit at Call from a scheduled bank, in the name of the undersigned.

• NIT & bidding documents can be obtained electronically from www.bppra.gob.pk. Complete bidding document can be viewed at www.bopra.gob.pk.
• Submission: Bids must be submitted electronically only via the supplier dashboard (no physical bids).
• Last date/time for submission: 2026-09-24 by 12:00 PM (noon).
• Tender opening: Same day at 1:00 PM on the EPPS system.
