E-Tender (Framework Contract) — Police Operations Wing Lahore — FY 2026-2027

The Deputy Inspector General of Police, Operations, Lahore invites e-bids under a Framework Contract for the Financial Year 2026-2027. Eligible bidders registered with Income Tax, Sales Tax Departments and Punjab Sales Tax (if applicable) and Professional Tax may submit bids via the Punjab e-Procurement system (ePADS) in accordance with Punjab Procurement Rules 2014.

Key submission & bidding information:

- Last date/time for receipt of e-bids: 2026-09-22 at 11:00 AM. Bids will be opened on the same day at 11:30 AM (presence of bidders or their representatives) under PPRA Rule 30(1).

- Procurement will be conducted electronically via the Punjab e-Procurement System (ePADS) under Rule 12 of PPRA and Section 5 of the Punjab eProcurement Regulations 2022. Bidding documents and instructions are available on the e-Procurement portal and PPRA website (https://ppra.punjab.gov.pk/View/Tender.aspx).

- Bidders must submit a single e-package containing separate Technical and Financial bids (Single Stage – Two Envelope procedure as per Punjab Procurement Rules 2014, Section 38(2)(a)).

- Original bid security equal to 3% of the estimated cost (as per Rule 27 of PPRA 2014) must be provided in the form of CDR/Bank Guarantee/Demand Draft/Pay Order, and submitted as required by the bidding documents.

- Successful bidder(s) will be required to provide a performance guarantee equivalent to 5% of the total contract value in accordance with PPRA rules.

- Late or incomplete bids will not be accepted. The Procuring Agency reserves the right to accept or reject any or all bids in accordance with PPRA rules.
