Government of Pakistan, Ministry of Railways invites sealed Request for Proposal (RFP) from well reputed consulting firms/consultants duly registered with Income Tax and on the Active Taxpayer List (ATL) of the Federal Board of Revenue (FBR) for acquiring Third Party Validation (TPV) services for the following PSDP projects.
Scope & key instructions: Single Stage - Two Envelope bidding procedure. Firms must meet eligibility, technical criteria and procurement rules available on the Ministry of Railways, Pakistan Railways and PPRA websites. Separate Technical and Financial Proposals shall be submitted for each project through the e-Pak Acquisition and Disposal System (e-PADS). Interested firms may submit proposals for one or more projects.

Submission & meetings: Technical and Financial proposals for each project must be submitted via e-PADS. Pre-bid meeting will be held on 2026-08-31 at 1100 hours at the Ministry of Railways, Islamabad. Proposals must be submitted on or before 2026-09-08 at 1100 hours. Late submissions will not be accepted.
