Pakistan Railways / ADB — EOI for Project Management & Construction Supervision Consultant (PMCSC) for ML‑1 Karachi–Rohri Upgradation (Project No. 60009‑001, Package PR/ML‑1/CONS‑1)

Issuer: Project Implementation Unit (PIU), ML‑1 Project, Pakistan Railways. Funding: Asian Development Bank (ADB). Purpose: Invitation for Expression of Interest (EOI) to recruit an international consulting firm (or international firm in association with national partners) to provide Project Management and Construction Supervision Consultant (PMCSC) services for the upgradation of Pakistan Railways Main Line‑1 (Karachi–Rohri Section) — approximately 480 km of the Karachi–Rohri section including civil and track works, bridges and culverts, stations and yards, signaling and telecommunications systems. Project No.: 60009‑001. Package No.: PR/ML‑1/CONS‑1.

Scope & key requirements: mobilization, implementation, defect liability and maintenance phases; consolidated oversight across multiple civil/track/works packages and signaling & telecommunications (S&T) works; responsibilities include project management, construction supervision, quality assurance and control, procurement support and contract administration, review and coordination of signaling and telecom design, review of contractor submissions, management of variations/claims/disputes, interface coordination between civil and S&T works, environmental and social safeguards implementation and monitoring, health & safety, and institutional capacity building for Pakistan Railways.

Shortlisting & selection: Shortlisted consultant will be recruited using Full Technical Proposal (FTP) under Quality‑and‑Cost‑Based Selection (QCBS) with an 80:20 quality:cost ratio in accordance with ADB Procurement Policy and Procurement Directive for ADB Borrowers.
