Pakistan Railways – Invitation of Sealed Bids to Lease Commercial Sites (Deadline 2026-09-22)

Issuer: Directorate of Property & Land, Pakistan Railways Headquarters Office, Lahore. Pakistan Railways invites sealed bids (single stage, two-envelope) for leasing multiple commercial sites for uses including commercial plaza/market, mixed commercial use, IT Park, hospital/healthcare, showrooms, food and retail outlets.

Key terms: lease period 21 years (extendable for further 21 years); annual increase in rent 8% (compound); mobilization period 02 years from date of possession. Commitment fee (one-time, non-refundable) and advance first-year annual rent by successful bidder payable within thirty (30) days of issuance of Letter of Intent (LOI).

How to obtain bidding documents: Bidding documents can be obtained from the Directorate of Property & Land, Pakistan Railways Headquarters Office, Lahore by depositing Rs. 10,000 (non-refundable) for each site. Bids must be submitted in sealed envelopes with the site name marked on the top right corner.

Submission & opening: Submit sealed bids at the Directorate by 14:00 hours on 2026-09-22. Bids will be opened at 14:30 hours on 2026-09-22 in the presence of bidders or their authorized representatives.

Bid security and format: Bidders must quote Annual Rent and non-refundable Commitment Fee separately for each site. Bid security must be submitted in the form of Pay Order / CDR / Bank Draft / Demand Draft in the name of FA&CAO/PR for each site. Original signed bidding documents and prescribed documents must accompany the bid.

Reservation of rights: Pakistan Railways reserves the right to accept or reject any or all bids and to cancel the bidding process at any time prior to award without assigning a reason.
