Pakistan Railways Invitation of Sealed Bids — Lease of 17 Commercial Sites (Submission by 2026-09-22)

Pakistan Railways invites sealed bids (single-stage, two-envelope) for leasing 17 Pakistan Railways (PR) sites to be developed for commercial plaza/market, mixed-use commercial, IT park, hospital/healthcare unit, showrooms, food and retail outlets, etc.

Key terms:

• Lease period: 21 years (extendable for further 21 years).
• Annual increase in rent: 8% compounded.
• Mobilization period: 2 years from date of possession.
• Bidding variables: bidders must quote both an offered annual rent (against benchmark) and a one-time non-refundable commitment fee for each site.
• Successful bidder will pay the one-time commitment fee and advance first-year annual rent within 30 days of issuance of Letter of Intent (LOI).

Submission and opening:

• Submission deadline: on or before 14:00 hours on 2026-09-22.
• Bid opening: 14:30 hours on 2026-09-22.
• Sealed bids must follow instructions in bidding documents; original bidding documents must be deposited as required and bid securities furnished as specified in the bidding documents.
