TMA Havelian Tender Notice — Four Tube Well Schemes (ADP No.240245)

Tehsil Municipal Administration (TMA) Havelian, District Abbottabad invites e-bids through the E-PADs system (Single Stage Two Envelope Procedure) for four tube well schemes under ADP No.240245 (2025-2026). Contractors must be registered with Pakistan Engineering Council and enlisted with the Local Council Board/PKPRA where applicable. Bid documents are available on the E-PADS portal (http://kpprocure.gov.pk) or from the procuring office upon payment of printing fee Rs. 5,000 during working hours.

Total estimated cost: PKR 25.00 million. Bidders must submit technical proposals and financial bids as required by the E-PADs procedure. Key requirements and notes:

- Download and submit Bid Solicitation Documents (BSD) via the E-PADS portal. A printing fee of Rs. 5,000 is charged for procuring documents from the office.

- Mandatory registration with Pakistan Engineering Council (PEC) and enlistment with relevant local authorities; up-to-date registration and KPRA registration where applicable.

- Bid security equal to 2% of the estimated cost (amount shown above) must accompany bids as specified. Call deposit, bank guarantee or other acceptable instruments are referenced in bidding documents.

- Bids quoting more than 20% below Engineers Estimate require additional security and detailed rate analysis; non-responsive bids may be rejected.

- Technical proposals should be submitted in accordance with the bidding documents and will be evaluated prior to opening of financial bids. Financial bids are to be submitted online through the E-PADS system.

- Bid validity and other standard conditions apply (electronic bids validity period noted in bidding documents). The procuring entity may blacklist bidders for failure to provide original bid/security instruments as required.
