Pakistan Railways Tender: Upgradation of 30 Unmanned Level Crossings to Manned Crossings (Lahore Division)

Issuer: Chief Engineer / Open Line, Pakistan Railways, Headquarters Office Lahore. Pakistan Railways invites bids under Single Stage – Two Envelope Procedure from experienced firms registered with the Pakistan Engineering Council (PEC) and appearing on the Active Taxpayers List (ATL) of the FBR.

Key submission and tender instructions:

- Both Technical and Financial bids must be submitted through the E-Pak Acquisition & Disposal System (EPADS) at www.epads.gov.pk (EPADS version 2.0). Only bids uploaded via EPADS will be entertained.

- The original bid security (Bank Guarantee / CDR) in favour of FA & CAO/ Pakistan Railways, Headquarters Office Lahore, must be submitted physically to the office of the Deputy Chief Engineer/Track, Pakistan Railways, Headquarters Office Lahore, before the opening of the tender. A photocopy of the bid security must be attached with the Technical Bid.

- One (1) sealed hard copy of the Technical Bid must also be submitted in the tender box in the office of Dy.CEN/Track, Pakistan Railways, Lahore along with required documents by 10:30 AM on or before 2026-10-12. Bids will be opened on the same date at 11:00 AM.

- A pre-bid meeting will be held on 2026-09-29 at 11:00 AM in Committee Room No.2, Headquarters Office Lahore. Prospective firms / joint ventures / companies are requested to attend.

- Interested firms may download bidding documents from the EPADS portal. Bidders are required to register with EPADS and PPRA to access tender documents and related information.

- Bids without original bid security will not be entertained. The bid must comply with instructions in the bidding documents and be submitted on EPADS.

- Pakistan Railways reserves the right to accept or reject any or all bids as per PPRA Rule 33(1).
