Pakistan Railways Lahore Tender: Upgrade 30 Unmanned Level Crossings to Manned (Shahdara Bagh–Sangla Hill & Faisalabad–Shorkot)

Issuer: Pakistan Railways, Headquarters Office Lahore (Chief Engineer/Open Line). Invitation to bid for the up-gradation of thirty (30) unmanned level crossings into manned level crossings on Shahdara Bagh–Sangla Hill and Faisalabad–Shorkot sections (Lahore Division).

Eligibility: Experienced firms registered with the Pakistan Engineering Council (PEC) in the specified categories and appearing on the Active Taxpayers List (ATL) of the FBR.

Bid submission & procedure:

• Single Stage – Two Envelope procedure. Both Technical and Financial bids must be submitted via the E-Pak Acquisition and Disposal System (EPADS) version 2.0 (www.epads.gov.pk). Only bids submitted through EPADS will be entertained.
• Original bid security (Bank Guarantee/CDR in favour of FA & CAO, Pakistan Railways, Headquarters Office Lahore) must be submitted physically to the office of the Deputy Chief Engineer/Track, Pakistan Railways, Headquarters Office Lahore before opening of the tender. A photocopy of the bid security must be attached with the Technical Bid.
• One (1) sealed hard copy of the Technical Bid must also be submitted in the tender box at the office of Dy.CEN/Track, Pakistan Railways, Lahore along with required documents by the deadline. The bid uploaded on EPADS will be considered for evaluation.
• Bidders must register with EPADS and PPRA to access tender documents. Bids without original bid security will not be entertained.

• Pre-bid meeting: 2026-09-29 at 11:00 AM in Committee Room No.2, Headquarters Office Lahore (prospective firms/Joint Ventures/Companies requested to attend).
• Bid submission deadline (physical technical copy and EPADS upload): 2026-10-12 by 10:30 AM.
• Bid opening (on same date): 2026-10-12 at 11:00 AM.

Contacts & other: Bidders may download bidding documents from EPADS. The bid must be prepared in accordance with instructions in the bidding documents and submitted on EPADS. Pakistan Railways reserves the right to accept or reject any or all bids as per PPRA Rule 33(1).
