Pakistan Railways Invitation of Sealed Bids for Lease of Commercial Plots – Submit by 2026-09-22

Directorate of Property & Land, Pakistan Railways Headquarters Office, Lahore invites sealed bids for leasing multiple railway-owned sites for commercial use (plaza/market, mixed-use commercial, IT park, hospital/healthcare unit, showrooms, food & retail outlets, etc.). Lease term: 21 years (extendable for a further 21 years). Annual increase in rent: 8% (compound). Mobilization/possession period: 02 years from date of possession.

Submission deadline: bids must be submitted on or before 14:00 hours on 2026-09-22. Bid opening will take place at 14:30 hours on 2026-09-22. Successful bidder must pay one-time non-refundable commitment fee and advance first-year annual rent within thirty (30) days of issuance of Letter of Intent (LOI). Bidding documents are available from the Directorate of Property & Land on deposit of Rs.10,000/- (non-refundable) for each site. Each bid must be accompanied by the specified bid security for the lot.

How to apply: Submit sealed bids (single-stage two-envelope procedure). Mark envelopes as instructed in bidding documents. Bids received after the deadline will not be accepted. Pakistan Railways reserves the right to accept or reject any or all bids.
