Pakistan Railways Invitation for Sealed Bids to Lease Commercial/Industrial Land – Submit by 2026-09-22

Issuer: Directorate of Property & Land, Pakistan Railways Headquarters Office, Lahore. Pakistan Railways invites sealed bids (single-stage, two-envelope procedure) to lease multiple commercial/industrial plots, market plots, IT Park, hospital/health care units, showrooms, food & retail outlets, and other commercial uses on a lease basis. Bidders may be property developers, estate companies, construction companies/JVs/firms, consultants/architect firms or individuals with proper authorization from the commercial development company.

Key terms and deadlines:

- Lease period: 21 years (extendable for a further 21 years).

- Annual increase in rent: 8% (compound).

- Mobilization period: 02 years from the date of possession.

- Submission deadline: on or before 14:00 hours on 2026-09-22. Bid opening: 14:30 hours on 2026-09-22.

- Successful bidder must pay the one-time (non-refundable) committee fee and the advance first-year annual rent within 30 days of issuance of Letter of Intent (LOI).

- Bidding documents: available from Directorate of Property & Land, Pakistan Railways HQ Office, Lahore, on payment of Rs. 10,000/- (non-refundable) per site.
