MES (PAF) Chaklala — Notice of Tender for Provision of Facilities (Three Packages, Est. Rs.59.00M / Rs.55.00M / Rs.35.52M)

Military Engineer Services (Office of DW&CE (PAF) Chaklala) invites sealed tenders under PPRA Rule 13(1) for the provision of specified facilities at PAF bases. Pre-qualification is required; tender documents will be issued to eligible firms and tenders received and opened as below.

Eligibility & Documents required: Firms with relevant experience in construction, electrical, mechanical and plumbing works and registered with PEC in the relevant field are eligible. Firms must furnish details of completed projects (work orders, locations, completion certificates and pictures), list of personnel, bank statements, NTN certificate and income tax returns for the last three years. Contractors must provide a certificate that they are not involved in litigation with any government department and that no special report from Directorate of Inspection & Evaluation (E-in-C Branch, GHQ) is outstanding against them. No special report of D&IE and no outstanding D&IE recoveries is required.

Only firms meeting the following will be considered: enlisted with PEC Category C-2 or above in the relevant field with validity (at least up to June 2026 as shown); preferably enlisted with MES. Non-enlisted firms may apply subject to providing a 2% bid security (refundable).

Submission & Opening: Tender documents will be issued to pre-qualified firms/contractors. Completed tenders must be received at HQ DW & CE (PAF) Chaklala by 1130 hours on 2026-10-07. Bids will be opened the same day at 1200 hours.

Bidding documents & other notes: Procuring agency will provide bidding documents upon publication of the invitation to bid; documents may be supplied on request subject to payment of the cost of printing/providing the documents. Incomplete applications will not be entertained. The Accepting Officer reserves the right to accept or reject any tender; rejected tenders will be dealt with as per PPRA rules.
