CDA Building & Housing Control Wing — Public Safety Advisory for Builders and Developers

Issuer: Capital Development Authority (CDA), Building & Housing Control Wing, Islamabad.

Purpose: Immediate advisory directing developers, builders, contractors, project owners and consultants carrying out construction activities in Islamabad to adopt and strictly implement all necessary safety measures at under‑construction buildings, plazas, housing schemes, high‑rise projects, excavation sites and allied works to protect labourers, engineers, adjoining properties, road users and the general public. Compliance with the Islamabad Capital Territory Building Control Regulations, 2020 (amended 2023) and applicable Building Codes of Pakistan is required.

Mandatory safety measures:

• Safe structural execution, shoring, bracing and related works.
• Proper cordoning/fencing of sites for public protection.
• Safe excavation practices and prevention of soil collapse.
• Mandatory PPE for all workers, including helmets, harnesses, gloves and safety shoes.
• Safe scaffolding and fall‑protection systems for high‑rise projects.
• Provision of fire extinguishers, first aid and emergency response arrangements.
• Safe electrical wiring and machinery operations.
• Controlled crane and lifting operations conducted only by trained staff.

Action required: All concerned parties in Islamabad must immediately adopt these measures and ensure ongoing compliance with the cited regulations and codes.
