National Tariff Commission Concludes Sunset Review; Continues Anti‑Dumping Duties on Phthalic Anhydride

Issuer: National Tariff Commission (Government of Pakistan). Purpose: Conclusion of a sunset review under Section 58 of the Anti‑Dumping Duties Act, 2015, concerning dumped imports of phthalic anhydride into Pakistan originating in and/or exported from the People’s Republic of China, Chinese Taipei, the Russian Federation and the Republic of Korea.

Summary: The Commission conducted a sunset review covering the period January 1, 2023 to December 31, 2023 and determined there is a likelihood of recurrence and/or continuation of dumping of the product under review and likelihood of recurrence and/or continuation of injury to the domestic industry. As a result, definitive anti‑dumping duties will continue to be imposed as indicated below. Certain statutory exemptions and conditions under the Anti‑Dumping Duties Act and Customs law may apply.
