Issuer: National Tariff Commission (Government of Pakistan). Date of notice: September 25, 2026. The Commission concluded a sunset review (Section 58, Anti‑Dumping Duties Act, 2015) of anti‑dumping duties on imports of Phthalic Anhydride (PCT 2917.3500) originating in and/or exported from the People’s Republic of China, Chinese Taipei, the Russian Federation and the Republic of Korea. The review was initiated on May 23, 2025 upon application by domestic producers M/s Nimir Chemicals Pakistan Limited and M/s PAC‑Chem Global (Private) Limited.
Product and use: Phthalic Anhydride (Pakistan Customs Tariff 2917.3500) used in manufacture of polyester resins, alkyd resins, plasticizers, certain dyes and insecticides and other downstream products.
Period of Review (POR): January 01, 2023 to December 31, 2025.
Conclusion and effect: The Commission concluded the sunset review and determined that continuation or recurrence of dumping and injury to the domestic industry is likely if duties were removed. Definitive anti‑dumping duties will therefore remain in force. The notice states the definitive duties will apply for a period of five (5) years with effect from June 05, 2026.
Selected duty examples (see full report for company‑specific details):
| Country | Exporter / Foreign Producer | Definitive Duty Rate (%) |
|---|---|---|
| Republic of Korea | Hanwha Solutions | 9.57 |
| Russian Federation | All Exporters / Producers | 16.31 |
Public file and report: A non‑confidential version of the Commission’s report on conclusion of the sunset review has been placed on the public file and is available on the Commission’s website (www.ntc.gov.pk). The public file will also be available for inspection at the Commission offices from Monday to Thursday (except public holidays) between 1100 hrs to 1300 hrs.
Authority: By order of the Commission — Muhammad Arshad, Secretary, National Tariff Commission.
