Municipal Committee Kahutta, District Haveli (Azad Jammu & Kashmir) invites sealed bids from eligible, experienced and financially sound private firms/companies/consortiums/joint ventures under single stage-two envelope procedure of A&JK Public Procurement Rules for hiring solid waste management services for Kahutta City for an initial period of five years.

Key eligibility and submission requirements:
- Bidder registration with Pakistan Engineering Council or Securities and Exchange Commission of Pakistan (SECP) and minimum 5 years overall experience is required.
- Registration with FBR/AJK-CBR and active Tax Payer List (ATL) of FBR is mandatory.
- Relevant experience in municipal solid waste management/sanitation/waste collection & transportation (at least one or two contract projects in hand or successfully executed).
- Bids must be submitted as two separately sealed envelopes clearly marked "TECHNICAL BID" and "FINANCIAL BID". Financial bids of technically qualified bidders will be opened subsequently.
- Blacklisted/defaulter firms and firms failing to meet prescribed eligibility/qualification criteria will not be eligible to participate.
- Complete bidding documents, containing scope of work, eligibility criteria, evaluation criteria, specifications, service standards, payment mechanism, penalties, and contract conditions, may be purchased on payment of the stated fee from the office of Municipal Committee Kahutta during office hours up to 2026-10-09.
- All bids must be sealed, properly page-marked, signed and stamped on each page by the authorized person. All taxes levied by Government of AJK will be charged from bills under prevailing rules.
