NTC Preliminary Anti‑Dumping Determination on Color‑Coated Steel Coils/Sheets from China

Issuer: National Tariff Commission (Government of Pakistan). ADC No. 73/2026/NTC/CCCS. Investigation initiated on 2026-04-25 on an application filed by M/s International Steels Limited, Karachi under the Anti‑Dumping Duties Act, 2015 (investigation in accordance with Sections 20, 23 and 24 of the Act).

Scope: Pre‑painted/painted/color‑coated or organic coated flat steel in coils or not in coils, whether or not metallic coated (zinc, aluminium‑zinc or other substrates), including coated substrates and non‑prime qualities. Relevant Pakistan Customs Tariff headings include 7210.7200, 7210.7090, 7210.9010, 7210.9020 and 7210.4900 (specific exclusions as noted in the Commission’s notice).

Periods of investigation:

• Period for determination of injury (POI for injury): 2025-01-01 to 2025-12-31.
• Period for determination of dumping (POI for dumping): 2023-01-01 to 2025-12-31.

Preliminary dumping margins (expressed as % of export price and CAF price):

Provisional measures: The Commission has indicated that provisional anti‑dumping duties are not necessary to prevent injury at this stage.

Procedure and rights of interested parties: Any party registered as an interested party may request a hearing in accordance with the Rules (Rule 14) within 30 days of publication of this notice. The Commission will normally make a final determination within 180 days of publication.
