National Tariff Commission Initiates Anti‑Dumping Investigation on Color‑Coated Steel Coils/Sheets from China

Issuer: National Tariff Commission (Government of Pakistan). The Commission initiated an anti‑dumping investigation on April 25, 2026, following an application filed by M/s International Steels Limited, Karachi. The investigation covers alleged dumped imports of pre‑painted/painted/color‑coated or organic coated flat steel sheets (in coils or not in coils) originating in and/or exported from the People’s Republic of China and whether such imports have caused material injury to Pakistan’s domestic industry producing color coated steel coils/sheets.

Product scope: Pre‑painted, painted, color‑coated or organic coated flat sheets in coils or not in coils, whether or not containing coated substrate of zinc, aluminium‑zinc or any other substrate coating. The investigated products fall under Pakistan Customs Tariff headings 7210.7200, 7210.7090, 7210.9010, 7210.9090, 7212.4010 and 7212.4090, excluding CRC and VCM grades.

Preliminary determination: The Commission made a preliminary determination of dumping and injury. The Commission also determined that imposition of provisional anti‑dumping duties is not necessary at this stage.
