Invitation to Bid: 5-Year Solid Waste Management Services — Municipal Committee Hattian Bala

Municipal Committee Hattian Bala invites sealed bids from eligible, experienced and financially sound private firms/companies/consortia/joint ventures for hiring Solid Waste Management Services for Hattian Bala City for five (05) years under the Single Stage–Two Envelope Procedure of the AJK PPRA Procurement Rules.

Scope includes collection from 3 wards, door-to-door waste collection, street sweeping, collection from communal points, transportation of solid waste, cleaning of roads/markets/public places, operation of waste collection system, provision of manpower, vehicles and machinery, complaint reporting, awareness raising and environmentally friendly disposal of municipal solid waste. Details of existing operational vehicles, machinery, human resources and residential & commercial units are provided in the bid document.

Key eligibility and terms:

- Bidders must be registered with the Pakistan Engineering Council (PEC) or Securities & Exchange Commission of Pakistan (SECP) and have at least 5 years of overall experience.

- Bidders must be registered with FBR/AJK CBR and be on the Active Taxpayer List (ATL) of FBR.

- Bidders must possess relevant experience in municipal solid waste management/sanitation, waste collection and transportation (at least one or two contracts demonstrating capability).

- Bid Security: Rs. 5,000,000 in the form of Pay Order or CDR from a scheduled bank having branches in AJK in favor of Chief Officer Municipal Committee/Corporation Hattian Bala.

- Bids shall be submitted in two separately sealed envelopes clearly marked “TECHNICAL BID” and “FINANCIAL BID”. Initially only Technical Bids will be opened; Financial Bids will remain sealed and will be opened later for technically qualified bidders.

- Pre-bid meeting: 2026-10-06 at 11:00 AM at the Municipal Committee/Corporation Office, Hattian Bala, AJK.

- Bid documents are available from the office on payment of a non-refundable fee of Rs. 7,500. Documents can be obtained until 2026-10-09.

- Bidders must furnish the required Bid Security and meet the prescribed eligibility/qualification criteria; failure to comply may result in rejection or penalties per the contract and AJK laws.

- The Procuring Agency reserves the right to accept or reject any or all bids in accordance with the AJK PPRA rules. Bid evaluation report and award of contract will be displayed on the AJK PPRA website (www.ajkppra.gov.pk).
