Issuer: National Tariff Commission (Government of Pakistan). Purpose: Conclusion of a sunset review of anti-dumping duties imposed on dumped imports of Phthalic Anhydride (PCT 2917.3500) originating in and/or exported from the People’s Republic of China, Chinese Taipei, the Russian Federation and the Republic of Korea.
Scope and background: The sunset review was initiated on May 23, 2025 upon receipt of an application by M/s Nimr Chemicals Pakistan Limited and M/s PA‑Chem Global (Private) Limited, domestic producers of Phthalic Anhydride. The period of review covered information from 2013-01-01 to 2023-12-31. The Commission determined there is a likelihood of continuation or recurrence of dumping and injury to the domestic industry if duties were revoked, and therefore definitive anti-dumping duties are to remain in force.
Use and classification: The product under review, Phthalic Anhydride, is classified under Pakistan Customs Tariff heading 2917.3500 and is used in manufacture of polyester resins, alkyd resins, plasticizers (including products such as DOP/DEHP), certain dyes and insecticides, and related industrial applications.
| Country | Exporter / Foreign Producer | Definitive Anti‑Dumping Duty Rate (%) |
|---|---|---|
| Republic of Korea | Hanwha Solutions | 9.57 |
| Republic of Korea | All other exporters/producers | 14.82 |
| Chinese Taipei | Nan Ya Plastics | 14.94 |
| Chinese Taipei | All other exporters/producers | 24.61 |
| People's Republic of China | All exporters/producers | 11.12 |
| Russian Federation | All exporters/producers | 16.31 |
Payment and exemptions: Definitive duties shall be levied on imports subject to the Act, except inputs that are used solely for exports or covered by approved foreign grant‑in‑aid projects and any scheme exempting customs duties. Collected duties are to be deposited in the National Tariff Commission’s Non‑lapsable PLD Account No. 187 maintained under Head G‑11217 with the Federal Treasury Office, Islamabad.
