KWSSIP Expression of Interest: Performance Auditor for Karachi Water & Sewerage Corporation

Issuer: Karachi Water & Sewerage Corporation (Project Implementation Unit — Karachi Water & Sewerage Services Improvement Project, KWSSIP-2).

Purpose: Recruit an independent, evidence-based Performance Auditor to assess KW&SC's performance against targets, milestones and reform commitments defined in the Performance Agreement. The consultant will assess actual performance, evaluate strategies, validate underlying data, and report achievements, gaps and recommendations supported by evidence.

Key eligibility and selection criteria:

- Firm registration and at least ten (10) years in the same business providing advisory/consultancy services.

- Substantive experience (minimum 10 years) in performance audits, institutional reviews, or operational and financial audits of public utilities (water, wastewater, power, gas or comparable infrastructure sectors).

- Successful completion of at least two (2) similar assignments during the last ten (10) years, each with contract value not less than USD 100,000, preferably financed by multilateral or bilateral development partners.

- Demonstrated capability across financial, technical, commercial, institutional, HR, IT, environmental & social, and legal/regulatory assessments.

- Adequate resources and established offices. Firms may associate or form joint ventures/sub-consultancies. Submit only materials specific to proposed services.
