Sindh Mass Transit Authority Tender: Establishment of Logistic Park / Modern Truck Terminal, Northern Bypass (M-10), Karachi

Issuer: Government of Sindh — Sindh Mass Transit Authority (Transport & Mass Transit Department).

Purpose: Invitation to submit sealed bids for the Establishment of a Logistic Park / Modern Truck Terminal along the Northern Bypass (M-10), Karachi on a privately arranged land/PPP/Commercial operation, management and maintenance basis under the Single Stage Two Envelope Procedure.

Key basic eligibility requirements:

• Registered corporate entity or consortium (max 5 members) with lead member holding >=51%.
• Registered with FBR for Income Tax and with Sindh Revenue Board for Sales Tax.
• No disqualifying litigation; affidavit confirming the firm has never been blacklisted.
• Contiguous land parcel equal to or greater than 400 acres along Northern Bypass (M-10), Karachi (site suitability).
• Technical & operational experience: verifiable 10-year track record including at least two of the following — EPC/Infrastructure projects (≥ PKR 2.5 billion); terminal/off-dock yard operations handling ≥300 HTVs/day; 3PL/fleet logistics managing ≥6,000 MT/day or equivalent throughput (e.g., TEUs/year); deployment and operation of logistics automation, Terminal Operating System (TOS) / EDI and related software/hardware integration.

Terms: Bids not accompanied by required bid security or received after specified date/time will be rejected. Bid validity: 120 days. Procuring agency reserves the right to reject any or all bids under Sindh Public Procurement Rules 2010.
