Ministry of Human Rights — Prequalification Invitation for Open Framework Agreement (Non‑Consultancy Services)

Issuer: Ministry of Human Rights, Government of Pakistan. Purpose: Prequalification of firms/vendors for an Open Framework Agreement for provision of non‑consultancy services funded from Non‑ADP.

Selected prequalified firms will be eligible to participate in subsequent procurement and Call‑Off Contracts under the Framework Agreement. The Open Framework Agreement will be signed with successful bidder(s) for a period of 12 months.

Eligibility: The prequalification process is open to all national applicants who fulfil the eligibility requirements detailed in the Prequalification Documents. Interested applicants may obtain Prequalification Documents and further information from the Ministry of Human Rights, Islamabad through EPADS v2.0 during office hours.

Submission method: Applications must be submitted electronically through EPADS v2.0 (https://epads.gov.pk). A complete set of Prequalification Documents may be accessed via EPADS v2.0 at https://epads.gov.pk under the relevant procurement reference numbers. Vendors not registered on EPADS v2.0 should complete their registration at https://vendors.epads.gov.pk before submitting applications.

Deadline: Submit through EPADS v2.0 on or before 2026-10-20 at 11:33 a.m. Electronic opening of applications will occur the same day at 11:38 a.m.

Additional notes: The Grievance Redressal Committee (GRC) has been notified in terms of Rule 48 of the Public Procurement Rules, 2004. Notifications and guidance are available on the Procuring Agency's website and the PPRA website.
