The Sindh Mass Transit Authority (SMTA), Government of Sindh, invites sealed bids for the establishment of a Logistic Park / Modern Truck Terminal along the Northern Bypass (M-10), Karachi, on privately arranged land of 400 acres or more. Procurement will follow SPPRA 2010 Rules (Single Stage Two Envelope procedure) and bids are to be submitted through print media and the EPAD Portal of SPPRA.

Eligibility & Experience Highlights:
• Registered corporate entity or consortium (maximum 5 members) with lead member holding ≥51% equity. Registered with FBR (Income Tax) and Sindh Revenue Board (Sales Tax). Affidavit confirming the firm has never been blacklisted and provision of litigation history required.
• Verifiable 10-year track record in at least TWO of the following areas: EPC/Infrastructure projects ≥ PKR 2.5 billion; terminal/off-dock yard operations handling ≥ 300 HTVs/day; 3PL/fleet logistics managing ≥ 6,000 MT/day or ≥ 150,000 TEUs/year; deployment and operational management of logistics-specific gate automation, intelligent queuing, Terminal Operating System (TOS) / Electronic Data Interchange (EDI) systems.
Terms: Bids not accompanied by required bid security or submitted after the specified date/time will be rejected. Bid validity period is 120 days. Procuring agency reserves the right to reject any or all bids per Sindh Public Procurement Rules 2010.
