REDAMCO Invitation of Sealed Bids — Lease of Pakistan Railways Prime Land in Rawalpindi Division

Railway Estate Development & Marketing Company (Pvt) Ltd (REDAMCO), a subsidiary of the Ministry of Railways, invites sealed bids under a Single-Stage, Two-Envelope procedure for lease of Pakistan Railways prime land on a lease model for mix-use commercial development including shopping plaza/market, corporate offices, retail outlets and factory outlets.

Key terms: Lease period 21 years (extendable for another 21 years); annual rent increase 8% compound; mobilization period 24 months from date of possession; building construction to follow local construction bye-laws. Bidders must submit non-refundable benchmark commitment fee and bid security as specified per lot. Bidding documents with detailed terms and conditions can be downloaded from PPRA and REDAMCO websites.

Schedule and submission details: Pre-bid meeting on 2026-10-09 at 02:00 PM at REDAMCO Head Office (attendance via Zoom also allowed). Submission of bids on or before 2026-10-19 at 02:00 PM at REDAMCO Head Office. Date of technical bid opening: 2026-10-19 at 02:30 PM at REDAMCO Head Office.

Important instructions: Bidding will follow PPRA Rules 2004 (as amended). Separate bid with security and fee required for each plot. Duly filled sealed bids must be submitted to the REDAMCO address by the stated deadline; technical bids will be opened in presence of bidders or their authorized representatives. REDAMCO reserves the right to reject bids under PPRA Rules.
