Sialkot International Airport RFP: Manpower Analysis & Workforce Rationalization Study

Sialkot International Airport Limited (SIAL) invites technical and financial proposals from qualified individual consultants or consultancy firms with aviation expertise to conduct a comprehensive manpower analysis and workforce rationalization study (including a SWOT analysis) and recommend an optimum staffing structure for flight operations, workload, operational efficiency, safety and service standards.

Scope highlights include review of the existing organizational structure, departmental headcount, job responsibilities, duty rosters and overtime; assessment of manpower requirements against flight schedules, aircraft movements, passengers and cargo volumes and peak-hour demand; identification of staffing gaps, surplus capacity, redeployment and multitasking opportunities; benchmarking against comparable airport and ground handling operations; and delivery of a comprehensive report, manpower planning model and phased implementation plan that considers regulatory requirements, operational continuity and employee implications.

Eligibility and experience requirements: relevant qualifications and substantial professional experience in aviation management and workforce planning; proven experience conducting manpower assessments, organizational reviews or workforce rationalization studies for airports, airlines or ground handling agencies; and successful completion of similar assignments with verifiable client references.
