EOI: Outsourcing Management & Operations of 37 Health Facilities in Khyber Pakhtunkhwa (Ref. HF-037/2026-27)

Khyber Pakhtunkhwa Health Foundation (KPHF) invites Expressions of Interest (EOI) from qualified firms / joint ventures for outsourcing the management and operations of 37 health facilities in Khyber Pakhtunkhwa under public‑private partnership (PPP) arrangements. The EOI process seeks private sector partners with suitable experience and capacity to promote and facilitate innovative healthcare delivery models and improve access, quality and coverage of services.

EOI documents, including eligibility requirements, evaluation criteria and prescribed formats, are available from the KPHF office and the official website. Each health facility will be treated as a separate project; applicants must indicate their order of preference for the hospitals/health facilities in Form‑4 of the EOI documents. Joint ventures are eligible; however, for each hospital/facility a single application should be submitted. Applicants must comply with the terms and conditions set out in the EOI documents.

Prospective applicants should obtain the full EOI documents for detailed eligibility, submission requirements and evaluation methodology. EOIs received after the stipulated time will not be entertained. KPHF reserves the right to accept or reject any or all EOIs in accordance with applicable procurement rules and policy.
