CDA Open Auction — Petrol Pump Sites on Rental Basis in Islamabad (Auction 13 Oct 2026)

Capital Development Authority (CDA), Directorate of Estate Management‑II, invites registered Oil Marketing Companies (OMCs) or authorised dealers of OMCs to participate in an open auction for seven petrol pump / filling station sites on a rental basis. The auction is scheduled for 13 October 2026 at 10:00 AM at the Jinnah Convention Center, Islamabad.

Eligible bidders must be Registered OMCs or authorised dealers of OMCs and will be responsible for construction, operation, management and transfer of the petrol pump/filling station and ancillary facilities at their own cost. Successful bidders must obtain all required approvals, NOCs and licences from CDA and other concerned authorities.

Key terms: sites offered on rental basis for a contractual period of 20 years; sites may be offered as single packages; maximum construction/completion period is 8 months; monthly rent to be determined through open bidding and payable to CDA in advance; token money required (as stated in auction documents); annual escalation in rent as prescribed in the agreement; concessionaire bears all costs for construction, development, utilities, statutory approvals, taxes, duties and licences; all works must comply with CDA planning, building control, environmental and other applicable requirements.
