Issuer: National Highway Authority (Finance Wing – Revenue Directorate). Purpose: Open auction for OM&M contracts of toll plazas on national highways and collection of toll on net guaranteed monthly revenue (along with applicable tax) for the period ending 2027-06-30.

- RFP (bidding document) available for free download from NHA website from 2026-10-15.
- Pre-auction meeting: 2026-10-19 at 11:00 hours in NHA HQ auditorium.
- Registration of bidders: 2026-10-14 to 2026-10-26 (during office hours) at Revenue Section, NHA HQ. Prospective bidders must submit earnest money to obtain a token to participate.
- Open Auction: 2026-10-27 at 11:00 hours in the Auditorium, NHA HQ, Islamabad.
Eligibility and bid requirements:
- Bidders (individuals, firms or companies) must have an active NTN certificate and must not be debarred/blacklisted by NHA or any government agency.
- Earnest money/bid security must be submitted in original as Bank Draft/Pay Order in favour of "NHA Road Maintenance Account 1230-1" maintained with UBL RDF, Sector G-9/1 Islamabad. Public sector entities may submit a bank guarantee (in original) from a commercial bank.
- Each bidder will pay Rs. 20,000 (non-refundable) per toll plaza for auction participation. An affidavit on stamp paper of Rs.100 will be required at registration.
- Highest bidder confirmation will follow issuance of Letter of Acceptance (LOA); bidder to submit required securities and advance installments as specified in the RFP.
