CDA Tender: Illumination & Up-Gradation of Quaid Portrait — Islamabad Expressway (EPADS 2.0)

Capital Development Authority (CDA), Street Lights Division: invitation for bids. Electronic bids are invited through EPAD System 2.0, under the Single Stage Two Envelope Bidding Procedure, from contractors / firms duly enlisted with EPAD, holding a valid Pakistan Engineering Council (PEC) licence with appropriate category and codes, an Electrical Licence issued by the Electrical Inspector Islamabad for execution of Electrical & Mechanical works in Rawalpindi / Islamabad, and NTN & GST registration with FBR.

• Bid security / earnest money must be provided as a Deposit at Call (CDR) generated from the firm's account, clearly indicating the name of the firm, issued by a local scheduled bank in favour of Deputy Director, Street Light Division-II, CDA, at his office at Shop No. 01, Bazar No. 08, Street No. 57, Sector G-6/4, Islamabad, before closing hours on 02-11-2026. Bids of firms that have not provided bid security in original will be marked non-responsive.
• The detailed bidding document, with bidding data, terms & conditions, BOQ and technical evaluation criteria, is available on EPADS2.0 at https://pa.epads.gov.pk/.
• Bids must be submitted electronically through EPADS2.0 by uploading readable PDF files before the closing date and time, in accordance with Rule 36(b) (Single Stage Two Envelope Bidding Procedure) of the Public Procurement Rules 2004. No hard / manual bids are acceptable.
• Bidders must also submit an undertaking on stamp paper, duly attested by a notary public, worth not less than Rs. 100/-, stating that all documents / information in the technical bids are genuine and correct, that the firm is liable to disqualification and legal action if any is found incorrect or fictitious, and that the firm is neither involved in any litigation nor blacklisted by any government, semi-government or autonomous body in Pakistan. Firms that have not provided the undertaking will be marked non-responsive.
• Tenders will be opened on the EPAD2.0 system in the office of Director E&M (Maint), Shop No. 01, Bazar No. 08, Street No. 57, Sector G-6/4, Islamabad, on the scheduled date and time in the presence of bidders or their representatives, as per PPRA Rules.
• CDA may reject all bids or proposals at any time prior to the acceptance of a bid or proposal; conditional bids will be rejected on the spot as per PPRA Rules.
• Bid security / earnest money of unsuccessful bidders will be retained / deposited in the CDA bank account and released in favour of the firm's account only after acceptance of the bid.
