Issuer: Ministry of Inter Provincial Coordination, Pakistan Sports Board, Islamabad.
Purpose: Invitation to submit bids for the design, financing, supply, installation, testing, commissioning, operation and maintenance of a 1 MW solar photovoltaic power system with 1 MWh battery energy storage system (BESS) using shed and carport structures (70:30 ratio) at Pakistan Sports Complex, Islamabad under a 15-year fixed-tariff Power Purchase Agreement (PPA) model.

Application and submission: Bidding documents must be downloaded and uploaded through the EPADS portal (https://vendors.epads.gov.pk/login). Tender notice is also available on PSB's and PPRA websites. Manual submissions will not be entertained.
Pre-Bid Meeting: 2026-10-30 at 11:00 hours in the Committee Room, Pakistan Sports Complex, Islamabad.
Mandatory Conditions (highlights):
- Firms must meet evaluation criteria as per bidding documents.
- Submit details/proof of National Tax Number (NTN) and active ATL status.
- Affidavit on judicial stamp paper notarized that the firm is not blacklisted.
- Bid security/earnest money to be submitted as bank draft/pay order/CDR in favor of Director General, Pakistan Sports Board, Islamabad.
- One copy of technical proposal (hard copy) must be uploaded on EPADS; electronic documents prevail in case of discrepancy.
- Bid security scan must be uploaded with the technical proposal and original must be submitted to the undersigned before closing date/time.
- The competent authority reserves the right to accept or reject any or all bids under Rule-33 of the PPRs, 2004.
