The NFC Institute of Engineering & Fertilizer Research (NFC-IE&FR), Faisalabad (Ministry of Federal Education & Professional Training, Government of Pakistan) invites sealed electronic bids for the complete supply, installation, commissioning, testing and two-year operational maintenance of a 100 kW solar system on a turnkey basis.
Procurement will follow the Single Stage — Two Envelope Procedure in accordance with Rule 27(b) read with Rule 28(b) of the Public Procurement Rules, 2026. Interested firms must be registered on the EPADS v2.0 portal and meet the eligibility and qualification criteria in the bidding documents. Bidders shall submit duly signed and stamped proposals electronically via EPADS v2.0.

Bidding documents, specifications, evaluation criteria and terms are available on the NFC-IE&FR website (www.jefr.edu.pk), the PPRA website (www.ppra.org.pk) and the EPADS v2.0 portal. Documents may be inspected at the Accounts Department of NFC-IE&FR, Faisalabad, on working days from 08:00 AM to 04:00 PM.
Submission deadline: Electronic bids must be submitted through EPADS v2.0 no later than 04 November 2026 at 11:00 AM. Electronic bid opening via EPADS v2.0 will be on 04 November 2026 at 11:30 AM. Each bidder must upload a scanned copy of the Bid Security and deliver the original instrument to the procuring agency before bid opening.
Incomplete or non-responsive bids may be rejected. Submission of forged or misleading documents may result in disqualification and blacklisting under the Public Procurement Rules, 2026. NFC-IE&FR reserves the right to reject any or all bids in accordance with Rule 45.
