Key instructions:
- Procurement will follow the Single Stage - Two Envelope Procedure under the Public Procurement Rules, 2026. Bidders must submit duly signed and stamped bidding documents.
- Bids must be submitted electronically through EPADS v2.0 by 2026-11-04 at 11:00 AM. Manual submissions without an electronic submission will not be entertained.
- Electronic bids will be opened via EPADS v2.0 on 2026-11-04 at 11:30 AM in accordance with Rule 40 of the Public Procurement Rules, 2026.
- Each bidder shall furnish a bid security (CDR/PO/DD) of PKR 500,000 in favor of NFC Institute of Engineering & Fertilizer Research, Faisalabad. A scanned copy of the instrument must be uploaded to EPADS v2.0 and the original instrument submitted to the procuring agency before bid opening to the office of the undersigned.
- Bidding documents, specifications, eligibility and evaluation criteria are available on the NFC-IE&FR website (www.iefr.edu.pk), PPRA website (www.ppra.org.pk) and EPADS v2.0 portal. Documents may also be inspected at the Accounts Department of NFC-IE&FR, Faisalabad during working days from 08:00 AM to 04:00 PM.
