Military Engineer Service (DG W&CE Army) Invitation to Tender for Multiple Civil, Water Supply & Electrical Works

Issuer: Military Engineer Service (Office of DG W&CE, Army). Reference: NOTICE OF TENDER (Misc/E-4/03-26). Sealed tenders are invited under PPRA Rule 13(1) of 2004 for a range of civil, water-supply, electrical and mechanical works.

Scope: Tender packages cover multiple works including (examples taken from the advertised schedule) improvement/repair of PFI panels at MES substations, upgradation of water supply networks, installation of solar systems for messes, replacement/upgradation of water pipelines (ACE to PE), refurbishment/upgradation of deep-well turbine sets and pumps, street and external lighting works, provision/interlinking of solar power plant (SPP) with substation, laying of main purpose water supply pipes, and other miscellaneous EM & S (electro-mechanical and services) works.

Eligibility & application process: Contractors must apply for issuance of tender documents by submitting the required credentials and proof of enlistment/eligibility. Applications will be scrutinized and tender documents issued to firms meeting experience and special-condition requirements. Contractors registered with Pakistan Engineering Council (PEC) and holding appropriate enlistment with MES, along with required tax registration and other credentials, are eligible to participate. Firms must provide declarations regarding litigation and performance as required.

Submission & opening: Tenders are to be submitted as sealed bids at the issuing office by the stated submission time and will be opened at the advertised opening time on the same date. All tenders must comply with the tender conditions, deposit/earnest money and submission requirements provided in the tender documents.
