Issuer: Directorate of Property & Land, Pakistan Railways, Headquarters Office Lahore. Purpose: Electronic invitation for disposal of public assets (various railway lands/station yards and sites) through E-PADS v2.0 for development/use as fuel station/modern retail complex and other permissible uses.
Key conditions: 21-year lease (non-extendable); one-time non-refundable fixed premium; annual increase in rent @ 10% (compound); mobilization period six (06) months from date of possession. Bidders must be registered firms/companies/individuals or sole proprietorships and must register with FBR for Income Tax and Sales Tax and be on Active Taxpayer List.
Procedure and schedule: E-bidding will be conducted only through E-PADS v2.0. Pre-bid conference: 2026-11-02 at 11:00 hours. Submission of bids by 14:00 hours and bid opening at 14:30 hours on 2026-11-10. Relevant documents, terms and conditions and bid forms are available on the E-PADS portal; e-bidding shall follow the Disposal of Public Assets Regulation 2024 and related rules.
