Sealed technical and financial bids must be delivered to the Additional Director (Contract) on or before 1430 hours on 2026‑11‑11. Technical proposals will be opened at 1500 hours the same day in the presence of bidders or their authorized representatives. Only technically qualified firms will be invited for financial proposal opening. PDOHA reserves the right to accept or reject any or all bids under applicable rules and regulations.
