Capital Development Authority (CDA), P&CA-II Directorate invites electronic bids on a single-stage, two-envelope basis using Quality & Cost Based Selection (QCBS) for hiring corporate legal consultants to serve for one year.

Key instructions: RFP/procurement information may be obtained from the Office of the Deputy Director P&CA-II, CDA (Block 3, Sector G-7, Islamabad) within seven days from the float of the RFP. Only individuals registered with PPRA on E-PADS Ver. 2.0 are eligible to participate. All proposals must include a bidding declaration on stamp paper in the prescribed format; the original declaration must be submitted to the Office of Director P&CA-II (Room No. 18, Block-II, Sector G-7/4, Islamabad) before closing time.
Submission and opening: Bids must be submitted online only through E-PADS Ver. 2.0 at https://vendors.eands.gov.pk/. Manual submission of RFPs will not be entertained. Submission deadline is 2026-11-06 at 11:00 AM. Technical bids will be opened publicly on 2026-11-06 at 11:30 AM in the presence of bidders' authorized representatives.
The Authority reserves the right to reject any or all bids in accordance with PPRA Rules 2026. Notification of the GRC constituted under Rule-65 of the Public Procurement Rules 2026 is provided on the PPRA website.
