Issuer: GIZ Pakistan under the Multi-Donor Action “EU Support to Better Governance and Business Environment in Pakistan”, implemented with Government of Pakistan Ministry of Commerce. Purpose: Submit an Expression of Interest (EOI) from qualified consulting firms to implement the SME Greening Accelerator Scheme and strengthen workforce management, social systems, women’s workforce participation, working conditions and digitalization in 115 export‑oriented SMEs across targeted sectors.
Target sectors and scope: Textile & Apparel; Leather; Sports Goods/Items; Medical & Surgical Instruments; Rice Processing. At least 20% of participating SMEs will be women‑led, employ women, or directly benefit women. Key activities include SME assessments, Change Management Team (CMT) workshops, technical coaching, implementation support, validation and development of knowledge products. Only firms with required experience and qualifications may apply; projects/assignment experience should be related to Pakistan.

| 1. Registration & tax status | Valid firm registration in Pakistan, tax registration and active taxpayer status as applicable. |
| 2. Legal existence | Legally registered entity in Pakistan with at least five (5) years of business operations by the EOI submission deadline. |
| 3. Regional office & project manager | Must have a regional/liaison office in Lahore and the Project Manager must be based in Lahore; provide project manager and office address details. |
| 4. Technical experts | Maintain a technical pool of experts in Lahore, Faisalabad, Karachi, Sialkot and Multan; submit short profiles of these experts. |
| 5. Financial capacity | Combined financial turnover of a minimum PKR 100 million based on the last 3 years, verifiable through filed income tax returns and valid financial documents. |
| 6. General consultancy experience | Verifiable consultancy experience executing at least 1 project with a minimum duration of 12 months or more in the last 5 years; provide completion certificate or relevant document with scope of work. |
| 7. Specific sectoral experience | Verifiable experience completing 5 assignments on workforce management, social systems, working conditions, D&I, organizational development or workforce digitalization, with at least one assignment each in any three of the following sectors: Textile & Apparel; Medical & Surgical Instruments; Rice Processing; Sports Items; Leather. Provide completion certificates/relevant documents with scope of work. |
Submission instructions: Interested firms must submit a company profile with a table of contents and separate sections addressing each eligibility requirement, supported by relevant evidence. Only firms passing the EOI eligibility assessment will be invited to submit a detailed Request for Proposal (RFP) with technical and financial proposals. All communication and documentation must be in English.
Label and delivery: The sealed envelope must be clearly labelled: "10058439 – Expression of Interest (EOI) for: Enabling SMEs in Social Systems, Workforce Management and Digitalization." Submit EOI documents in a sealed envelope to GIZ Pakistan (bid box), Serena Business Complex, Gate 06, Khayaban‑e‑Suhrawardy, Sector G‑5/1, Islamabad, Pakistan.
