The Higher Education Commission (HEC), Pakistan invites applications from eligible national and international consulting firms, including joint ventures, for pre-qualification to undertake an Independent Third‑Party Review of the Higher Education Commission and HEC‑funded higher education institutions. The prequalification process will be followed by issuance of a Request for Proposals (RFP) to shortlisted firms.
Prequalified applicants must meet prescribed qualifications and experience requirements and will be invited to participate in the subsequent RFP process. Prequalification will be conducted in accordance with the Prequalification Documents and applicable procurement rules.
