Municipal Committee Bhera E-PADS Tender for Graveyard Boundary Wall Construction

Municipal Committee Bhera invites item-rate tenders under PPRA rules for an approved development scheme under M&R for the financial year 2026–27. Registered firms and contractors holding a valid Pakistan Engineering Council (PEC) licence in the relevant category for 2026–27 may participate through E-PADS.

Interested contractors and firms may download the tender and bidding documents from the relevant procurement activity on E-PADS from the publication date until the submission deadline. Bids must be submitted exclusively through E-PADS during this period.

Bid security equal to 5% of the estimated cost must be submitted electronically through Punjab e-PS. Physical financial instruments, including CDRs, pay orders, demand drafts and bank guarantees, will not be accepted, in accordance with Government of the Punjab Implementation and Coordination Wing, S&GAD letter No. SO(I&C-I)5-4/2024 dated 19 May 2026.

Bids will be opened by the tender opening committee at the office of Municipal Committee Bhera in the presence of participating contractors or their authorized representatives.

Participants must quote item-wise rates in both figures and words on E-PADS. Percentage-rate bids and incomplete, unsigned or unfilled bids will not be accepted.

If the lowest quoted tender or bid rates are equal to or more than 5% below the DINT estimated cost, the lowest bidder must deposit additional performance security under the applicable rules within 15 days of issuance of the notice. Failure to deposit the required amount will result in forfeiture of the bidder’s 5% deposit by Municipal Committee Bhera.

The procuring agency or competent authority may reject all bids or proposals at any time before acceptance under PPRA Rules 2014, Chapter VI, Clause 35. The successful contractor must execute an agreement with the department on stamp paper of the value prescribed by the government within 15 days of issuance of the work order. The contractor receiving the work order must arrange the required quality-control tests at their own expense.
