PAA Tender for Under-Vehicle Surveillance System at Bacha Khan International Airport Peshawar

Pakistan Airports Authority (PAA) invites bids for the supply, installation and commissioning of an Under-Vehicle Surveillance System (UVSS) at Bacha Khan International Airport (BKIAP), Peshawar. The procurement is being conducted under Rule 27(b) of the applicable procurement rules.

Eligible contractors must hold valid Pakistan Engineering Council (PEC) registration in Category C-5 or above, with the relevant specialization codes EE-02, EE-04, EE-07, EE-09, ME-04 and ME-06.

Bidding documents and procurement information are available through EPADS and the office of the Divisional Engineer, ES E&M, Bacha Khan International Airport. Bidders must submit their bids electronically through EPADS and deliver the required original documents to the Divisional Engineer’s office before the bid opening.

The submission must include completed, signed and stamped bidding documents; the original tender-fee pay order in favour of Pakistan Airports Authority, Bacha Khan International Airport, Peshawar; Active Taxpayer List (ATL) and National Tax Number (NTN) documentation; firm registration and business-profile documents; and valid PEC registration with the required category and specialization codes. Every page of the bid must bear the signature and stamp of the authorized representative.

Required supporting documents also include an affidavit on Rs. 100 stamp paper confirming that the firm has not been blacklisted by a government or semi-government organization, an affidavit on Rs. 100 stamp paper concerning litigation or disputes with PAA, and an original affidavit on Rs. 500 stamp paper.

The tender-fee instrument and bid security or bank guarantee must originate from the bidding contractor’s own bank account. Instruments issued from another firm’s account will not be accepted. Failure to meet the bidding conditions may result in forfeiture of the bid security. PAA reserves the right to reject bids under the applicable procurement provisions, including Rule 45.
