PESCO E-Bid Tender MM-45 for 174 APMS Devices in Peshawar

Peshawar Electric Supply Company (PESCO) invites electronic bids from eligible bidders for the supply, installation, testing and commissioning of APMS devices on a turnkey basis. Funds have been reserved for this procurement under FY 2026–27, and PESCO intends to apply part of these funds toward eligible payments under the contract.

The procurement will follow the Single Stage–One Envelope procedure using the Least Cost Based Selection (LCBS) technique, in accordance with the Public Procurement Rules, 2026, and applicable regulations, regulatory guides, procurement guidelines and instructions issued by the Authority from time to time.

Bidding documents containing detailed terms and conditions, specifications, quantities and requirements are available through the e-Pak Acquisition and Disposal System (EPADS v2.0) at https://vendors.epads.gov.pk/. Bidders must register on EPADS v2.0 to participate.

Each bid must be accompanied by bid security for the amount prescribed in the bidding documents. The security must be in the form of a Call at Deposit or a bank guarantee issued by any scheduled bank of Pakistan, in favour of CEO PESCO, Peshawar. The original bid security, together with a covering letter, must be delivered in a sealed envelope to Room No. 311, MM Directorate, PESCO Headquarters, Shami Road, Peshawar, on or before the bid closing time. Failure to submit it by the deadline will result in the bid being treated as non-responsive and rejected.

Bids must be prepared according to the e-bidding documents and submitted through EPADS v2.0 by the closing deadline. Manual bid submissions will not be entertained.
