Sindh Textbook Board Tender for Printing and Supply of Textbooks and Teachers’ Guides 2026

Sindh Textbook Board (STBB), Jamshoro, invites electronic bids from eligible national firms, consortiums and joint ventures for the printing, binding and supply of textbooks and teachers’ guides for School Education and Literacy Department and Non-Formal Education schools. Specifications and delivery requirements are contained in the bidding documents.

Established under the Sindh Textbook Board Ordinance No. XII of 1970, STBB develops educational materials for students of Sindh’s public-sector schools. This procurement is being undertaken by STBB and the Directorate of Literacy and Non-Formal Education, School Education and Literacy Department, Government of Sindh, through outsourcing in accordance with the Sindh Public Procurement Rules, 2010.

Eligibility and verification: Bidders must meet the criteria in the bidding documents and provide valid supporting evidence. STBB reserves the right to cross-check documents and conduct a manufacturing-site visit where necessary. Submissions without concrete supporting evidence will be disqualified during preliminary evaluation.

Bidding documents and fee: Documents may be downloaded from the EPADS portal at https://portalsindh.eprocure.gov.pk/ from 31 October 2026 to 16 November 2026. A non-refundable tender fee of Rs. 5,000, payable by pay order, must be submitted at the procuring agency’s address before bid opening.

Procedure and bid security: National competitive bidding will follow the Single Stage Two Envelope procedure under Rule 46(2) of the Sindh Public Procurement Rules, 2010, as amended. A pay order or demand draft equivalent to 5% refundable bid security, in favour of Sindh Textbook Board, must be delivered to the procuring agency before bid opening. Bids submitted without the security required by the bidding documents will be rejected during or after technical evaluation.

Bidders must submit their bids and all required documents through EPADS. Bids will be opened online by STBB’s notified committee. In the event of a public holiday or unavoidable circumstances, opening will take place on the next working day at the scheduled time and venue.

The procuring agency may reject any or all bids under the relevant provisions of the Sindh Public Procurement Rules, 2010, as amended, and may cancel the bidding process before acceptance of a bid or proposal under Rule 25(I).
