Abdul Wali Khan University Mardan has issued a final notice to Ms. Fozia Bahadar, Demonstrator at the University College for Women, AWKUM, under Section 14 of the Abdul Wali Khan University Mardan Employees Efficiency and Discipline Statutes, 2016 (Amended 2025). Her residential address is Mohallah Ghari Khan Khel Hoti, Mardan.
Ms. Bahadar was granted one year of Extraordinary Leave without pay from December 2, 2023, to December 1, 2024, through Office Order No. 39143 dated December 18, 2023. At her request, the leave was extended from December 2, 2024, to December 1, 2025, through Office Order No. 2793 dated March 17, 2025. Under Section 15(3) of the Abdul Wali Khan University Mardan Leave Statutes, 2016 (Amended 2025), an employee with fewer than ten years of continuous service may be granted Extraordinary Leave for a maximum period of two years.
Following the expiry of her leave on December 1, 2025, she was directed to report for duty and resume her official responsibilities through Office Letter No. 5166 dated January 20, 2026. She failed to report for duty despite these directions. A subsequent notice under Section 14 of the Employees Efficiency and Discipline Statutes, 2016 (Amended 2025), bearing No. 6401 dated September 21, 2026, required her to resume duty within fifteen days, but she did not join within that period.
The University's Syndicate, acting as the Authorized Officer under the Khyber Pakhtunkhwa Universities (Amendment) Act, 2024, read with the Employees Efficiency and Discipline Statutes, 2016 (Amended 2025), directed her again to resume duty at its 56th meeting held on October 17, 2026. Ms. Bahadar must resume her duties at the University within fifteen days from the date of publication of this notice.
Failure to comply within the stipulated period will lead to ex-parte proceedings or a decision under the Abdul Wali Khan University Mardan Employees Efficiency and Discipline Statutes, 2016 (Amended 2025), which may result in the major penalty of removal from service.
