TAKRA Stadium Mansehra Dismantled Material Auction – Directorate of Works and Implementation

The Directorate of Works and Implementation, Sports and Youth Affairs Department, Government of Khyber Pakhtunkhwa, invites sealed bids for the auction of dismantled material at TAKRA Stadium, District Mansehra, including loading, removal and transportation. Eligible individuals and firms must have at least three years of relevant auction experience. The auction will be conducted on an as-is-where-is basis through the single-stage, single-envelope procedure under the Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KPPRA) Rules, 2014.

The successful bidder must remove the dismantled material and all salvageable materials, load and transport them, and clear the site up to ground level at their own cost and risk, using their own labour, tools and equipment. The bidder must comply with all safety, labour and environmental regulations and will be solely responsible for any damage to adjacent property. The procuring entity will not be responsible for variations in the quantity or condition of materials.

Bid security equal to 2% of the bid amount must be submitted as a call deposit in favour of the Deputy Director Works, Directorate of Works and Implementation, to the office of the undersigned. Sealed bids accompanied by bid security must reach that office on or before the submission deadline. Bidders must collect the auction form from the same office at least three days before the closing of bids.

Bids below the reserve price will not be considered. The highest evaluated bidder will be considered for award, subject to the reserve price and responsiveness. If two or more bidders offer the same amount, the successful bid will be decided through an open draw. Bids will remain valid for 90 days. The bid securities of the first, second and third most competitive bidders will be retained by the procuring entity until approval of the bids.

The successful bidder must pay the quoted amount to the Director General of Sports, Directorate of Sports, Peshawar, within seven days after acceptance of the bid to obtain the right to take away the materials. The bidder must pay the quoted amount to the procuring entity for the right to dismantle and take away the materials.

The procuring entity reserves the right to accept or reject any or all bids in accordance with KPPRA rules. Prevailing KPPRA rules issued from time to time will apply during the procurement process. The competent authority also reserves the right to reject bids, assigning cogent reasons. If the bid submission deadline falls on a public holiday, the activity will take place on the following working day.
