District Health Office Gilgit Tender for Social Health Protection Phase II 2026–27

The District Health Officer Gilgit invites sealed tenders from well-reputed, experienced, licensed and registered firms, distributors, dealers, manufacturers, pharmacies and service providers for the Social Health Protection Phase II (OPD Health Insurance Scheme) for financial year 2026–27. Tender reference: No. 1405/DHO/Store/2025.

Pre-bid meeting: The meeting will be held on 18 November 2026 at 11:00 AM at the office of the District Health Officer Gilgit. Only firms that have purchased the bidding documents may participate. Participants must provide a copy of the treasury challan as proof of purchase at the meeting.

Eligibility and bid requirements: Only registered firms holding valid licences and registrations are eligible. Quotations must be submitted on the firm's original letterhead, duly signed and stamped. Quoted rates must be computerized and free from cutting, overwriting or erasing. An original, valid affidavit confirming that the firm or company is not blacklisted and has no litigation against it must accompany the bid.

Bid security: A bid security/CDR from a scheduled bank must accompany the bid; otherwise, the offer will be rejected. Tenders received after the stipulated date and time will not be entertained.

Tender documents: Documents containing the specific terms and conditions may be obtained from the office of the District Health Officer Gilgit during duty hours by submitting a written request with the treasury challan for the tender document fee, in accordance with Finance account/directives for 2026–27. Tender documents will only be issued against the treasury challan for the fee.

Opening and award conditions: If the tender opening date is declared a public or local holiday, tenders will be opened on the next working day at the same time and venue. The procuring agency reserves the right to accept or reject any or all bids in accordance with applicable procurement rules.

Successful bidder's obligations: The successful bidder must furnish performance security equal to 10% of the annual estimated contract value, in the form of a CDR, within the prescribed period after issuance of the Letter of Acceptance. The successful bidder must also establish and maintain a medicine-dispensing facility within Gilgit City or at an easily accessible location near the DHO office premises.
