Tender: Construction Packages for Gravity Flow Water Supply Scheme, Mansehra (SFD-Assisted)

Public Health Engineering Department (PHED), Government of Khyber Pakhtunkhwa (Project Management Unit - Gravity Flow Water Supply Scheme, Mansehra) invites sealed bids through ePADS for multiple construction packages under the Gravity Flow Water Supply Scheme Mansehra (SFD Assisted) ADP # 130237. Funding is provided by the Saudi Fund for Development (SFD) and the project will be implemented through the PMU, PHED, Government of Khyber Pakhtunkhwa.

Eligibility and key procurement conditions (summary):

• Pakistani firms must possess a valid Pakistan Engineering Council (PEC) license and meet the qualification/eligibility requirements in the bidding documents.
• Saudi firms shall be classified as Class-A in the Kingdom of Saudi Arabia and possess valid registration to undertake the works.
• Joint ventures are allowed; a Joint Venture Agreement must be submitted and partners will be jointly and severally liable.
• Procurement will be by International Competitive Bidding using Single-Stage Two-Envelope method in accordance with SFD Procurement Guidelines and the SFD Procurement Plan; bids submitted electronically through ePADS and hard copies as required in the bidding documents.
• Bid security and other specifics are given per package. Bid security must be provided as specified in the bidding documents (for example in the form of a Call Deposit Receipt issued by a scheduled bank in Pakistan in favor of the Project Director).
• Non-refundable bidding entry fee (0.03% of estimated cost) required as shown per package.

• Interested bidders must obtain bidding documents and submit bids through the ePADS system as instructed in the bidding documents. Hard copy requirements and other submission details are provided in the bidding documents available via ePADS.
