Requests for Bids — Rehabilitation & Solarization of Drinking Water Supply Schemes in District Khyber (KP-RIISP)

Type: Small Works — Two-Envelope Bidding Process (national competitive procurement under World Bank Procurement Regulations for IPF Borrowers, November 2020).

Key dates: Submission deadline — 2026-06-23 at 12:00 hrs Pakistan Standard Time. Bid opening — 2026-06-23 at 12:30 hrs.

How to obtain documents: Bidding documents in English may be purchased by interested eligible bidders upon submission of a written application and payment of a non-refundable fee of PKR 15,000 per package at the PIU office. Documents may also be downloaded free of cost from the PHED website (www.phedkp.gov.pk). Prospective bidders who download documents must notify PIU, KP-RIISP in writing at the address below.

Submission instructions: Sealed bids must be delivered to the Project Director, PIU, PHED, KP-RIISP at the address below on or before 23 June 2026 at 12:00 hrs. Electronic bidding is not permitted. Late bids will be rejected. Bids must follow the two envelope procedure with inner envelopes marked "TECHNICAL PART" and the outer envelope marked "ORIGINAL BID"; a separate envelope marked "FINANCIAL PART" will remain unopened until the technical evaluation is complete.

Bid security: Each bid must be accompanied by a Bid Security in the form of an unconditional bank guarantee or CDR issued by a scheduled bank in favor of the Project Director, PIU KP-RIISP, PHED, in the amount shown in the table above.

Other requirements: Bidders must demonstrate the ability to employ unskilled and semi-skilled labour from local communities in the project area as required by the bidding documents. Bids will be evaluated per the qualification and evaluation criteria in the bidding documents.
