Pakistan Railways RFP: Outsourcing 5 Schools on PPP (Rehabilitate-Upgrade-Operate-Transfer) — Bid Deadline 2026-07-15

Issuer: Director General/Education, Pakistan Railways Headquarters, Empress Road, Lahore. Pakistan Railways invites private investors to participate in a Request for Proposal (RFP) to outsource five Pakistan Railways schools on a Public-Private Partnership (PPP) Rehabilitate-Upgrade-Operate-Transfer (RUOT) basis for a concession period of 30 years.

Purpose: Finance, modernize, expand, rehabilitate, upgrade, operate, maintain and transfer the listed schools on a revenue-sharing basis with Pakistan Railways.

Key Instructions and Requirements:

• Eligible parties: Interested firms, bidders or companies (private investors) may apply.
• RFP documents (including bidding documents and draft agreement) are available for download from Pakistan Railways (https://www.pakrail.gov.pk) or PPRA (https://www.ppra.org.pk). A hard copy of the RFP must be obtained from the Office of DG/Education; a non-refundable fee of Rs. 10,000 (in cash) is mandatory for participation.
• Pre-bid conference: 2026-06-25 at 11:00 AM in the Directorate of Education, Pakistan Railways Headquarters Office, Empress Road, Lahore.
• Submission: Technical and financial proposals must be sealed in separate envelopes and submitted to the undermentioned address by 2:00 PM on or before 2026-07-15. Each project application may require separate proposals and bid security; bidders applying for more than one project should submit separate proposals accompanied by bid security for each.
• Opening: Submitted technical proposals will be opened at 2:30 PM on the same day (2026-07-15) in the presence of bidders or their representatives.
