Tender Notice — Municipal Committee Hassanabdal (E-PADS Bids)

Issuer: Municipal Committee Hassanabdal. Municipal Committee Hassanabdal invites sealed bids through E-PADS (https://eprocure.gov.pk/) from contractors registered on E-PADS for the year 2025-26. Bidding will follow the "Single Stage Single Envelope" procedure under Punjab Procurement Rules, 2014.

How to obtain and submit documents: The separate bidding document containing detailed terms and conditions can be downloaded free of cost from https://eprocure.gov.pk/. Bids must be prepared in accordance with the instructions in the procurement/bidding document and submitted through E-PADS on or before the closing time.

Bid security and original CDR: Bids must be accompanied by a bid security in the form of CDR / Pay Order from any scheduled bank in Punjab in favour of Municipal Committee Hassanabdal. A scanned copy of the bid security must be uploaded on E-PADS; the original CDR must be submitted in the office of the undersigned by 12:30 PM on the closing date. Failure to submit the original CDR by that time will lead to cancellation and the bid will be considered non-responsive.

Submission & opening schedule: E-bids must be submitted through E-PADS by or before 02:00 PM PST on the closing date 2026-06-29. Bids will be opened at 03:00 PM PST on the same day through E-PADS in the presence of bidders or their representatives who choose to attend the opening session at the office of Municipal Committee Hassanabdal.

Performance security rules: As per Punjab Local Government (Works) Rules 2017, where the lowest bid rate is equal to or less than 5% of the estimated cost, the lowest bidder must deposit additional performance security from 5% to 10% (including CDR deposited at time of tendering) within 15 days of issuance of the notice. The additional performance security percentages are shown below.

Other conditions: Quoted rates must be item-wise and clearly readable. Incomplete, ambiguous, or unfilled bids will be rejected. The Competent Authority may reject all bids at any time prior to approval of tender rates. Upon issuance of acceptance, the successful contractor must execute an agreement on stamp paper of value specified by the Government within seven days for issuance of Work Order.
